The Danida Fellowship Centre Anti-Corruption Course 2009

Target Group
Senior managers from the public sector as well as from NGOs and civil society organisations involved in and/or monitoring procurement and budget processes.
Entry Profile
- Minimum of 3 years working experience in the organisation, preferably in an executive position
- Good working knowledge of English
- Computer literate, preferably some years of daily use

- What is corruption? Causes and effects
- Corruption in the international context
- Danida's and other international bodies' action plans to fight corruption
- Corruption and development assistance
- Introduction to the checks and balances in the Danish political system
- The role of parliament, committees, state auditor and ombudsman in fighting corruption
- The legal system and its role in corruption - legislation, police and attorney general and the judiciary
- Relations between the public and private sectors - especially in relation to procurement
- Role of interest groups - civil society, private sector organisations, trade unions and the media
Learning Objective
The fellows have acquired knowledge, skills and attitudes regarding corruption and anti-corruption approaches to a level whereby they are able to promote anti-corruption initiatives in their own local organisational context.
Learning Outcomes
Following the course the participants shall have:
- Increased understanding of the complexities of corruption
- Increased knowledge of international action plans to fight corruption and codes of conduct
- Enhanced skills and knowledge about measures to combat corruption in the participants' own national and working context
- Enhanced knowledge of international rules and regulations related to corruption
- Acquired useful diagnostic and measurement tools to analyse and tackle corruption in a given local setting
- Increased their understanding of how to prevent corruption within the Danish aid delivery system and within the use of development aid provided by Denmark
- Increased their knowledge of how to find sources of information
- Increased their knowledge of how to work for development in a corruption prone environment and to help combat corruption
Course Structure
To ensure that the stated learning outcomes are attained, the training providers, COWI/Global Advice Network shall apply training methods developed as best practice for adult learning. This implies that we shall work intensively with participatory approaches, learned centred teaching and use case and best practice materials to the extent possible. We shall strive to use examples from the countries of origin of as many participants as possible, selected from projects and programmes that the Training Provider is involved in as well as from contributions from the participants.
An important part of the course is the Action Plan (AP), which the participants will investigate and develop as an integrated part of the course in a supportive learning environment. The support to the participants will be offered by the facilitators, AP coaches and course management.
Funding
The course is co-funded by Danida Fellowship Programme. After selection of course participants, the Danida programmes/projects are charged a non-refundable amount of DKK 2,500 per participant per tutorial week.
Total funding needs are DKK 7,500 per participant. This includes study fees, accommodation, allowances, insurances and international transport.
Frequency
Fellowship courses in anti-corruption can only be realised provided that programme/project funding and sufficient qualified applicants are available.
