According to Global Integrity 2006, enforcement of customs payment is not uniform and companies with political connections are known to be exempt from paying customs.

Political Corruption

In January 2009, six security and customs officials deployed at the Juba airport were accused of demanding to inspect the baggage of the Indian Ambassador to Sudan and of trying to block him from boarding a plane to Khartoum unless he paid a bribe, as reported by Sudan Tribune. The South Sudanese government investigated and prosecuted the officials involved.

According to a 2010 news article by Sudan Tribune, immigration officials in Nimule, a border town to Uganda, were being accused of over-charging for travel permits to foreign nationals. The same source also reports that these officials have begun making efforts to extort money from foreign nationals with travel permits issued by southern Sudan liaison offices in the neighbouring countries.
